
The City and County of San Francisco has opened a public review and comment period for the draft updated Citywide Good Neighbor Policy. We encourage community members, providers, advocates, residents, and stakeholders to review the proposal and submit feedback.
The Good Neighbor Policy establishes baseline expectations for City-funded housing, health, shelter, transitional housing, and social service sites. The updated policy is intended to promote safe, clean, and welcoming conditions around covered sites, clarify provider responsibilities, ensure timely responses to community concerns, and create a consistent monitoring and compliance framework across departments.
The draft policy applies to programs funded through HSH, DPH, and supportive housing sites funded by MOHCD, including:
• Shelters
• Transitional housing programs
• Access points
• Drop-in centers
• Permanent supportive housing sites
• DPH client-serving programs
Key proposed updates include:
• Providers maintaining public contact information for Good Neighbor concerns
• Acknowledging concerns within 24 hours or by the next business day
• Making reasonable efforts to resolve routine concerns within 72 hours
• Conducting and documenting at least three perimeter checks daily
• Addressing litter and debris where legally and operationally permitted
• Keeping entrances and sidewalks reasonably clear
• Coordinating with City departments regarding issues requiring City response
The draft also outlines a progressive corrective action process focused on compliance, support, and technical assistance rather than punishment.
Public Review Timeline
• May 18–29, 2026: Public comment period
• June 2026: Policy finalized; templates, logs, and trainings issued
• July 1, 2026: Policy takes effect, and monitoring begins
The City is especially seeking feedback regarding:
• Implementation feasibility
• Clarity of expectations
• Documentation requirements
• Coordination with City response systems
• Operational support needs
