HAND received police records from the past 3 years of enforcement of laws targeting houseless people that reveal a sustained increase in enforcement under Mayor Johnston. Exactly as Mayor Johnston promised to wealthy complainers, he has ramped up enforcement all over Denver to try and maintain an image that he “housed” the majority of houseless people through his ‘All In’ initiative. News flash – data (and the experience of houseless people!) show that what is really happening is houseless people are being enforced “away.”
