Community Organizing

There exists a collective wisdom in local homeless communities about not only what the solutions are but also how to move those solutions into reality. WRAP brings together the ideas of our constituents and the best organizing practices of local groups to develop a national plan to end homelessness. We believe that social change comes through building power, and that poor and homeless people are central to that power.

At the local level, WRAP members work with people who have been systematically disenfranchised from the nation's political process and who are often not represented by traditional social justice associations like labor unions or membership-based organizations. We then coordinate this organizing work and leadership development to impact decisions at the regional and federal level.

Organizing with people living on the streets, in shelters, in supportive housing, and in the criminal justice system happens a little differently than it does with permanently housed residents. The organizing methods of building power, developing base, civic participation, leadership development, holding political leaders accountable, and shaping policy are adapted to the reality and experiences of unhoused people. Collectively, WRAP designs and disseminates street outreach tools, organizing resources, and trainings to do exactly this.

Through our members’ street outreach and community meetings, WRAP identifies the issues of deep concern and activates and educates our base to do work for change related to those issues.
